Michael Dwyer has more than 20 years of experience in business and association management, including strategic planning, mission and goal creation, work plan and budget development and communications. He is the executive vice president of the North Dakota Water Users Association and several other water organizations, and also practices water resources law. He is a 1977 graduate of the University of North Dakota Law School and a 1974 graduate of St Olaf College in Northfield, Minn.
